Our planning application for a SELF BUILD single 3 bedroom home on our large garden has been refused as the Authority state that there is a need for affordable housing in the locality.
We live in a National Park, in a small hamlet with about 12 homes ,1 pub and 1 church. I thought affordable housing only applied where one was building 5 or more properties?

Are the council right to refuse planning on these grounds?

If not, does anyone know where I can find the relevant rules in this respect, so we can lodge an appeal?
