I live on a private road, maintained by a residents association that was bought from the Prison Service. The houses surround a field, still owned by the Prison Service, accessed from the priovately adopted road via 2 narrow roads that are only just the width of a car.

The Prison Service are now wishing to sell the land at market value.

Can you advise whether a developer would be able to build on this land if there is currently no emergency access and you can only get to it via a private road ? Would planning permission be granted ? Would the value of the land be impacted by the conditions described ?
