The Right to Build, set to shake up the housebuilding industry when it commences on 31 October 2016, is an initiative to support aspiring custom and self builders. The new legislation, championed by Homebuilding & Renovating, will, over the coming years, allow thousands of people access to much-needed land on which to build their own home through either self build or custom build.

The scheme, which applies to all local authorities in England, is set to be a game changer and is anticipated to drive significant growth in the custom and self build sector. As of 1 April 2016, local authorities have had a duty to maintain a demand register of members of the public looking for a building plot and under the new duty commencing on 31 October, they must grant planning permission for sufficient plots to meet that demand within three years, on a rolling basis.

If they opt to do so, local authorities will be able to give priority to those with connections to the local community. The legislation is also available for Wales should the Welsh Assembly vote to commence it in the future.

Homebuilding & Renovating, alongside NaCSBA, is now campaigning for local planning authorities that have failed to meet their legal duty by signing up for the scheme to take urgent action. It is also working to persuade the Scottish Government to live up to its promise to establish a self build initiative for Scotland as set out in Homes for for the 21st Century, it’s Strategy and Action Plan for Housing in the next decade.
