If I add a balcony at first floor level with ease access/egress does this mean the house becomes in effect a 2-storey property?

    I’m a little unsure what your problem is, I assume you wish to alter the ground floor stair well in to an open plan design. It’s unlikely by introducing a balcony at first floor level Building Control will look upon this as a way of escape and will still require a protected means of escape to a ground floor external door. Planning permission would be required for the balcony as raised platforms such as balconies require full approval and cannot be carried out under Permitted Development. There is one other way to have an open plan stairs and that is to fit a pressurised sprinkler system, this may well be cheaper than building a balcony.
