I am building a new house but I am told by my builder that I cant insulate and put floors on the loft space for future conversion.

We haven't been told that and have planning permisssion for very high insulation in the loft.

Our build is up and running. We have put masses of insulation in the roof and floor but the building inspector did tell us that we couldn't plaster the walls as it would then count as a habitable room which we don't have permission for. We have designed it so that it can be converted in the future if required.

One thing you need to bear in mind if you intend to convert the loft to a habitable space at a later date is that building control will require all doors and linings within the stair enclosure at ground and first floor to have a 30 min fire rating once you go to a third storey.
