New build - calculating heat source pump requirement

I've just got my full planning consent.
I've had several quotes for the air source heat pump but no potential supplier can agree on the size of the unit required.
Some say that it should be 8.5KW - some say that 14.0 KW is O.K. One says that even 14.0 KW is not enough!
The property is 195 sq metres.
Can anybody help with a definitive size for the air source pump. The only criteria is that the system must allow for an internal temperature of 25 degrees C where the external temperature is minus 1 degree C.
This is only rule of thumb but 45watts/m.sq. would give you a heat loss of 8775 watts so I would say 12/14kW was in the right band.
A lot depends on other factors such as hot water demand and heating medium. I would assume that you intend using underfloor heating at 35/45C from the heatpump and topping up the temperature for your hot water.
The size of the heat pump should be calculated against the size of the property and the thermal insulation of the property. The distributers of the product usually provide this service to the sup-plier/installer of the heat pump. Look for inverter technology these are the most efficient. A split system is more flexible.
