Converting house plans

I have a plan in .PDF format which I now need to convert to suitable drawings for planning permission and for submitting to builders for construction.
Is there any "magic" software out there which will allow me to do this or, if not, how do I go about getting the requird detailed drawings and specs.
It's called pencil and paper :-)
Seriously though. A PDF is an image so I don't think they can be converted back to drawings. It's one of the reasons for converting to PDF so that others can't alter the drawings. As they say ' back to the drawing board' or in this case the computer.

I'm not aware of any software capable of doing this.
Excuse me if this sounds really obvious, but does the drawing have a title block with the architect / designer's contact details on? If so, I would suggest contacting them to see if you can purchase the CAD file from them. Otherwise, it seems that a re-draw will be necessary.

The plan is one I have drawn up myself using a demo version of a programme I downloaded from the internet.
The finished plan can be saved in pln ??? format or one of a selection of other formats such as pdf bmp jpg, none of which can be worked on afterwards.
