Underfloor heating upstairs

I am building a new three bed house and have beefed up the insulation above current building regs to meet future levels.
Eg: Walls 0.16 U, Roof 0.17 U
I am installing an air to water heat pump with underfloor heating on the ground floor to run at around 35C. I am also installing a heat recovery ventilation system.
What should I do upstairs? Some think I need no heating at all.
Has anyone had experience of this?

Because your house is so well insulated and you already have it downstairs, I don't think you 'need' underfloor heating upstairs, especially as you are having an MVHR. Sounds a bit overkill. Upstairs should be warm enough, and bedrooms can generally get away with being a lower temp anyway (18 degrees should be ideal). On the other hand, it might be nice to have it in tiled bathrooms?
As insulation levels improve underfloor heating is even more a waste of time and money than it ever was. The problem will be water heating not central heating
