I’ve just purchased a plot with Detailed Planning Permission for a 320m² five bedroom house. The architect who originally designed the house has quoted £8,000 for obtaining Building Regulations. This seems high considering the house is of fairly traditional construction. What is an ‘average’ fee?

The consultants I work with would typically charge between £4,500-9,000 for undertaking Building Regulation plans and submission — so, £8,000 for 320m² may indeed be accurate.
If it’s a brick and block constructed house then I would definitely say it is about right as the structure is likely to feature steel work which will all need bespoke designing to tie in with the blockwork walls and roof etc. This process is notoriously complex and often involves a number of consultants, such as engineers, steel suppliers and brick layers — all of who bring cost implications.
However, if the house will be built in timber frame, I would suggest the Building Regulations fees would be cheaper as the timber frame supplier normally offers this service, but will absorb some of the costs into the frame price. This can make the latter a more cost-effective and centralised process.
It would be wise to clarify with the Buildings Regulations provider as to whether or not their fees include the submission and inspection. A small number of consultants do offer such a package, although it is more typical for these to be the responsibility of the client.
